2008-05-07 Electoral Assistance Office wraps up

Kathmandu, 7 May - UNMIN’s Electoral Assistance Office is wrapping up its operations, having successfully provided technical assistance and advice to Nepal’s Election Commission in the conduct of the historic Constituent Assembly election.

On Election day, electoral advisers visited polling centres to follow the process and ensure that necessary procedures were adhered to. Most District Electoral Advisers [DEAs] returned to the five regional headquarters after the 10 April poll, but some remained until 23 April in those 12 districts where re-polling was necessary, following the process through to the end.

On completion of their assignments, all DEAs were de-briefed at the regional level by Regional Electoral advisers [REAs], who in turn were debriefed at the headquarters level when they returned to Kathmandu by mid-May.

In the headquarters in Kathmandu, electoral advisers have continued to analyse the election results; assist the EC in preparing software for PR seat allocation, train parties in selecting candidates to meet quota requirements; and finalise the methodology for Media Monitoring during non-electoral periods.

“The role of the Electoral Assistance Office has ended,” says Fida Nasrallah, Chief Electoral adviser, who will deliver a final report in June based on the written reports of all electoral advisers. “I would describe the experience over all as having been extremely successful,” she says, adding that it was “very challenging.”
